JOB SUMMARY: Position Summary: Serves as a Contract Negotiator responsible to develop the acquisition strategy, prepare documentation, and plan and negotiate contracts for complex, high monetary value, long term acquisitions for major weapons systems; subsystems; equipment; field support; sustainment; services; and/or related research, development, test, and evaluation (RDT&E).
MAJOR DUTIES: Performs pre-award procurement functions for a variety of fixed-price and cost reimbursable contracts for organizations for the Branch. Performs analysis and evaluation on certified cost and pricing data and other types of pricing data to determine price reasonableness when relevant historical data and pricing precedents are generally not available. Prepares and reviews contracting recommendations that requires research and interpretation of evolving government regulations and laws, and acts as a business advisor. Performs post-award procurement functions for complex, high monetary value, long term acquisitions for major weapons systems, subsystems, equipment, field support, sustainment, services, and/or related RDT&E involving a variety of fixed-price and cost reimbursable contracts for ASC. QUALIFICATIONS REQUIRED:
Basic Requirements: Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and/or organization and management. (This requirement can be obtained within the degree or in addition to the degree). NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current members of the armed forces (that apply/self-nominate prior to retirement/separation), and Current DoD employees are exempt from the basic requirements if: - 1) Served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 September 2000; - 2) Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; or 3) are a current member of the contingency contracting force.
ADDITIONAL QUALIFICATION REQUIREMENTS:
Candidates must have one year of specialized experience at the next lower grade, pay band or equivalent under the General Schedule (GS) or other pay systems requiring application of the knowledge, skills, and abilities of the position being filled. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Creditable specialized experience is experience with performing all contracting functions using a wide range of contracting methods and types, and experience procuring complex/and or diversified systems, equipment, and services.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
· Knowledge of Government, agency, and local-specific guidelines and business practices, including statutes, regulations, policies and procedures, and the different contract types and methods of payment.
· Knowledge of assigned contracting and procurement specializations and applicable contract types.
· Knowledge of business practices and market conditions applicable to acquisition requirements.
· Knowledge of computer applications such as Microsoft Word, Excel, Power Point, and Contract Writing Systems (e.g., SPS, Conwrite and ACPS V15).
· Skill in written and oral communication.
· Ability to recognize and analyze problems, conduct research, summarize results, provide alternatives, and make appropriate recommendations.
