    RESUME OF DUTIES: Responsible for planning, managing and maintaining stables. Plans and supervises recreational programs that includes special riding events, horse shows, and annual rodeo, etc.  Applies knowledge of the rules and regulations applicable to the conduct of a horse show, and the duties of steward and judge for both English and Western Shows.  Provides for riding instruction and boarding of private mounts for authorized patrons.  Maintains up-to-date records of property, funds and stable mounts to include the care, feeding and utilization of mounts owned or boarded.  Responsible for ensuring facilities, pastures, fenced corrals, barns, riding trails, rodeo grounds, riding areas, picnic areas, equipment and machinery are maintained safely and efficiently.  Personally conducts or supervises the daily inspections of the animals, and determines if veterinary treatment is required. Plans, organizes work and manages internal resources to ensure maximum productivity and economies.   Prepares financial plan, budgets, inventories, cost control, and related records and reports.  Reviews the financial status of the assigned activity and recommends changes considered necessary.  Either directly or indirectly through subordinate supervisors, manages activity employees.  A train, schedules work, appraises performance, counsel’s assigned personnel, and recommends personnel actions.  Effectively supports the Marine Corps Equal Employment Opportunity policy, and ensures compliance with fire safety, security, and other environmental issues.  Manages new property resources and provides advice on renovations and improvements.  Maintains and enforces security for funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud waste abuse.  Provides World Class Customer Service with an emphasis on courtesy.  Assists customers and communicates positively in a friendly manner.     QUALIFICATION REQUIREMENTS: Three years of experience in planning, managing, and maintaining a stable.  Knowledge of a variety of farm machinery and other motorized equipment.  Knowledge of business/financial and facility management.  Ability to communicate effectively both orally and in writing and to deal with all classes of people.  National and state background checks are required for positions that involve working with youths.  This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance.

    Job Description:
    Plan, design, and execute internal and external communications and community relations programs to inform and educate stakeholders, customers, employees, public and foreign officials, community/business leaders, and the general public about FISC San Diego programs and activities.

    • Develops, distributes and evaluates the effectiveness of informational materials to keep the work force, stakeholders, customer and the public fully informed. Uses a variety of methods and techniques in achieving communication goals, such as news releases, photographs, feature articles, exhibits, brochures, pamphlets, publications, etc.
    • Reviews command strategic plans and pending functional/organizational changes in order to adapt public affairs initiatives to meet changing needs and realities. Evaluates the effectiveness of the program through surveys and focus groups.

    • Loads information to command websites under release authority of FISCSD PAO and assists in management of unofficial command websites, including social networking outlets.

    Job Requirements:

    • Mastery of communication principles, methods and techniques and skill in apply this knowledge to the development, analysis and evaluation of public affairs campaigns conveying information to selected audiences interested in or affected by FISCSD programs.

    Finance Supervisor - 354492
    Will be responsible for providing direction to 8 cost analysts and 3 data center employees.  Will develop financial cost reports and prepare invoices.  Review cost and schedule performance with Program Management and Contracts in developing variance explanations and corrective action plans.  Will provide technical leadership to program finance analysts and supervisor their work flow.  Coordinate the ETC/EAC process for respective programs.  Oversee funding levels and analyze profit performance to targets. Support management in introducing process improvements/best practices for the organization.  Implement and document planning, tracking and analysis procedures which contribute to improved project reporting.  Assist in the development and implementation of Earned Value methodologies to support the monitoring and management of cost and schedule.  Support indirect budget planning and the Forward Pricing Rate process.  May perform other financial duties as required.  Minimum of 5 years experience in finance and 2 to 3 years experience in corporate finance required with at least 2 years in a supervisory or lead role.  Must have finance background within a DOD environment.  Must have EVMS, Rate Development Costpoint and Hyperion experience.  Bachelors Degree in Finance, Accounting, Economics or related curriculum required.  Skills: strong finance related systems and tools desired.

    Financial Analyst III - 353555
    Develop, install, and maintain budgetary procedures to monitor expenditures of labor, overhead, material and other costs on program and project activities. Conduct special studies and analyses of financial practices and procedures and make recommendations to promote efficiency in the area of financial management.  Develop new procedures for applying cost analysis techniques to provide customers with a more effective assessment of program status.  Prepare reports and presentations analyzing contractor status to include performance/trend evaluations, independent cost-to-complete projections, and identification of potential problem areas.  Assist customers in contractor surveillance to ensure compliance with applicable regulations. Provide on-site evaluations as needed. Examine contractor internal data both to validate consistency of reports to the government and reasonableness of budgets allocated to cost accounts. May conduct fact-finding sessions, if required.  Oversee the review and analysis of financial documentation and evaluates performance measurement criteria.  Coordinate all submissions into a consolidated budget and financial report.  Prepare regular and special budget reports. Prepare estimates for cost proposals and justifications.  Develop and maintain tracking system to monitor obligation expenditures.  Maintain financial records and journals of program and project operations.  Perform other related duties as assigned.  Must have a firm understanding of financial concepts.  Deltek and Hyperion background desired.  Must possess a Bachelor’s degree in Accounting, Finance, or related discipline.  4 or more years  experience in finance required.

    Material Estimator/Planner (temporary) - 353645
    Interpret drawings, technical manuals and work specifications to develop material estimates and requisitions for repairs on US Navy and Commercial ships.  The Material Estimate Bills of Material will subsequently be used for procurement.  Accomplish requisitioning of the material required to support the repairs.  Frequent contact with material suppliers, craft personnel, project management and purchasing.  Minimum 5 years experience in the repair of US Navy ships.  Ideal candidate will have experience in all phases of ship repair with an emphasis on machinery/mechanical systems.  Must be proficient in Excel and Word.  Data entry skills using an MRP system a plus.

    QAT Inspector - 352191
    Conduct in-process inspections and surveillances of ship’s work in progress: welding, NDT, and PCP.  Maintain ship project records and prepare reports as required.  Must possess the following: Navy background, ISO knowledge, and computer skills in Excel and Access.  NACE certification preferred.  Navy Marine Engineering experience is required.  Welding certification, Non-Destructive Testing (NDT) certification, and NAVSEA Basic Paint Inspector (NBPI) certification preferred.  Minimum 10 years experience and/or combination of education and experience (Navy/Marine Engineering related).

    Scheduler - 353549
    Develop schedules for US Navy & Commercial Ship Repair contracts, utilizing Navy Standards, specifications and drawings.  Conduct and participate in production schedule model reviews and craft planning.  Input production schedule/ budgeted resource data and make recommendations.  Update and maintain project schedule information data such as progress, manpower budget and project performance on a weekly basis. Assist in the continued indoctrination of planning and production personnel in the planning and scheduling process.  Review/analyze pre-contract awards data and prepare pre-award contract schedule documents.  Required Skills: Must have computer skills in MS Word, Excel and MS Project or DelTek Open Plan.  Must have a minimum of 4 years experience in ship repair project planning or equivalent combination of education and experience.

    Ship Superintendent - 353275
    As a member of the Program Management Team, manage a designated portion of a Navy surface ship repair package including the installation, modification, and repair of complex equipment and systems in Engineering, Crew Berthing, Electronic/Combat System Suites, and Mission Critical spaces.  Ensure assigned work is completed on time and within established budgets. Resolve all problems that cannot otherwise be resolved by assigned craft supervision, as well as working with the customer, subcontractors, and other departments to keep a minimum of interferences and distractions from impacting the progression of work.  Key job responsibilities:  conduct ship checks; attend meetings; participate in and assist craft personnel in setting up production schedules and manpower projections by reading and interpreting detailed work items, drawings, and related budgeting and man-hour reports; assist with the make/buy process and subcontractor selection; ensure craft supervision and subcontractors are aware of milestones, key events, and target dates for assigned work. Ability to assess production progress and discuss production status with the Project Management Team; interface with other shipyard departments including Estimating, Quality Assurance and Testing, Environmental, and Production Support.  5 years experience working with U.S. Navy ship repair and modernization contracts.  At least 3 of the 5 years should be in a supervisory / project management environment.  Proficient with Microsoft Software Programs.  Knowledge of shipboard work control procedures, tag out procedures, and Government work authorization form (WAF) controls.  Ability to develop, prepare, and recommend changes to the work flow process using the IDR (Inspection Discrepancy Report) process. High School or equivalent plus appropriate Trade / Armed Forces school plus 5 years related experience.  At least 3 of the 5 years must be in a supervisory status.

    Structural PCP Coordinator/Writer - 354071
    Responsible for writing structural/welding PCP’s, conducting ship checks to verify the scope of the work to be completed.  Maintain records and prepare reports as required, duties conducted on and off-site.  Must possess Navy background, structural welding experience, blue print reading, knowledgeable in NAVSEA Standard Items, NSTM’s, welding, NDT, and ISO.  Must have computer skills in Access, Auto Cad 2010, MS Digital Image Suite 2006, and Acro Bar 9.0.  Must have knowledge in structural integrity, metal characteristics, and metallurgy.   7-10 years experience required.  Must be able to type 30-40 wpm.  Will be trained in non-destructive testing (NDT).

    Subcontracts Administrator - 353143
    Basic knowledge of FAR/DFAR and UCC to include experience with Cost, Fixed Price and T&M type contracts.  Interface with multiple cost plus and fixed price subcontractors, projects and priorities simultaneously, prior to and after award of contract with terms and conditions and RFQs.  Prepare detailed, accurate cost and price analysis and Excel spreadsheets for preparation of proposals.  Prepare detailed small business reporting and ensure subcontractor insurance, safety and environmental compliance to maintain approval status.  Must have experience in developing and maintaining reporting metrics for subcontractor evaluations.  Monitor performance of subcontractors.  Maintain electronic filing and maintenance of records.  Must be proficient in Microsoft Office including Excel, Outlook and Word.  Must be able to work independently and multi-task.  US Contract Management Certificate preferred.  Bachelor’s degree in accounting or business or equivalent experience required.  5 years experience required.
