    Job Duties and Responsibilities:
    ManTech is seeking an experienced Military Operations Analyst to serve on a multi-disciplinary staff in support of DoD planning studies and environmental compliance documentation. The position requires expertise in the area of military operations training requirements development, range planning and capabilities analysis, encroachment design, and instrumentation systems and equipment. Military operations training background is beneficial.
    General Responsibilities:

    Position Description:
    Major Job Function Analyzes factors and components of systems to recommend and institute changes to increase efficiency. Plan studies of work problems and procedures, such as organizational changes, communication, information flow, integrated production methods, or cost analysis. Recommends improvements of modifications in sequence of operations, equipment utilization and related matters. Examines and analyzes current and contemplated operations for developing, defining, and coordinating user requirements which will satisfy the total program need. Translates user requirements into system specifications, configuration management plans, life cycle management documentation, and integrated logistics support plans and related operational summaries. Writes specifications manuals and user documentation for client or user personnel. Gathers information from users, defines work problems, and designs a system and procedures to resolve problems. May supervise and provide technical direction to lower level Functional Analyst. Requires Bachelor's Degree in related field or equivalent experience and five to seven years of related experience.
    Qualifications:

    EDUCATION: A Bachelor's degree is required and a Master's degree is preferred. Coursework in business, communications, or a related field is acceptable and a Master's in Philanthropic Studies would be ideal. Training related to fundraising for non-profit organizations is expected with evidence of continuing education.
     
    QUALIFICATIONS: Three to five years of salaried non-profit related experience is required with two years in a development leadership role, which may include: corporate and foundation giving, grant writing and compliance, direct mail campaigns, capital fund drives, or major and planned giving. Experience must include successful implementation of multiple types of fundraising activities, to include negotiations. The ideal candidate will be high energy and entrepreneurial; technically sophisticated with user knowledge of Etapistry or equivalent; an exemplary writer with an ability to communicate descriptively and persuasively; highly organized, efficient and effective; with an understanding of San Diego County demographics; and, will reflect diplomacy and strong interpersonal skills that result in lasting relationships between donors and USO San Diego; Applicants must be willing to travel up to 15% of the time within and 5% of the time outside of San Diego County.
