    Description
    ===========

    The NASA Stennis Space Center plans to issue a Best Value Request for Proposal
    for the project entitled: State Road 607 Expansion. The work to be performed
    under this project consists of providing all labor, equipment, tools, and
    materials to improve State Road 607 from a two-lane highway to a four-lane
    divided highway between Saturn Drive and Texas Flat Road, all in accordance with
    the specifications and drawings provided for this project. The length of the
    project is approximately four miles. The improvement will be accomplished by
    adding two additional lanes to the west of the existing two-lane roadway from
    Saturn Drive to the north security gate of Stennis Space Center and two
    additional lanes east of the existing roadway from the north security gate to
    Texas Flat Road. A thirty foot (30') depressed median without a barrier will be
    provided. The 2008 Average Daily Traffic (ADT) for this roadway is 3,900
    vehicles per day. The general location of the project is on State Road 607 in
    Hancock County, Mississippi. The project duration will be 540 calendar days.

    The order of magnitude for the procurement is greater than $10,000,000, and the
    effort shall be completed within 540 calendar days after receipt of the notice
    to proceed.

    This procurement is part of the Small Business Competitiveness Demonstration
    Program. As a result, all qualified responsible sources may submit a proposal,
    which shall be considered by the agency.

    The NAICS Code and small business size standard for this procurement are 237310
    and $33.5 million, respectively.

    The anticipated release date of the solicitation is on or about May 21, 2010,
    with an anticipated closing date of on or about June 30, 2010. The firm date
    for receipt of proposals will be stated in the solicitation.

    Offerors are urged and expected to inspect the site where the work will be
    performed.
    An organized site visit has been scheduled for June 10, 3010, at 9:00 a.m.
    Participants will meet at the Gainesville Conference Room, Building 1100 at
    Stennis Space Center, MS.

    An ombudsman has been appointed -- See NASA Specific Note "B".

    Specifications and drawings will only be made available on CD-ROM. Requests for
