    Battelle Opportunities:

    San Diego, CA, Small Arms Range Coordinator/Facilities Manager

    The candidate selected will assist CNIC N74 (Small Arms Range Program
    Manager/Shore Readiness Integrator) with oversight/management of
    small arms range training facilities/assets; monitor, track and
    advise on small arms facilities military construction and repair
    projects; monitor and facilitate solutions for environmental
    remediation and compliance of small arms ranges; maintain current
    database of active small arms/weapons ranges and small arms
    simulators in 12 Navy regions; maintain/improve force-wide Small Arms
    Range network that includes Regions, Installations, and other
    strategic partners; plan/facilitate/execute annual two-day Small Arms
    Range Working Group; plan/facilitate/execute quarterly video or phone
    conferences with Regional Range Managers; support efforts to
    facilitate appropriate and effective use of small arms simulators as
    Fleet/Shore Force training assets. This will include supporting
    efforts to improve small arms range scheduling and to improve
    /automate small arms ammunition accountability/tracking.

    Additionally, the candidate selected will support the Small Arms
    Range Program Manager as the Joint Basing Action Officer for Navy
    Installations entering into Joint Basing agreements; be responsible
    for Small Arms qualifications requirements gathering; developing
    Shore Infrastructure Requirements for long term planning purposes.

    Travel required (approx 15%).
    THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS
    POSITION:

    • BA/BS degree and/or 15 years of related military and/or civil
    service experience.
    • Experience developing requirements, standards, metrics.
    • Strong oral and written communication skills.
    • Excellent leadership, interpersonal, time management skills and

    Northrop Grumman Opportunity, San Diego, CA, Program Analyst

    Description and Basic Qualifications:
    Provide professional support services for a restricted government
    program office. Interact daily with government Assistant Program
    Manager. Tasks include preparation of program management
    documentation, coordination of program actions with other
    contractors/government activities, and preparation of correspondence,
    briefing material and minutes. Assist government program office in
    translating program planning requirements to fiscal requirements and
    in tracking budgets from formulation through execution. Collect,
    summarize, analyze and report on technical and financial metrics.
    Should be knowledgeable in DoD acquisition, planning, programming and
    budgeting processes. Anti-submarine Warfare, Integrated Undersea
    Surveillance System and Intel experience a plus. Requires a final DoD
    Secret security clearance based on a background investigation
    completed no later than May 2005 (five years or less). Excellent
    interpersonal skills and verbal/written communications skills are
    essential. Position requires highly motivated, organized individual
    with good attention to detail.  Individual must know how to work
    independently. Good working knowledge of computers and proficiency
    with Microsoft Office applications is a must. MS Project is a plus.
    Position requires up to 25% travel to restricted locations both CONUS
    and OCONUS (not hazardous locations) to support customer meetings.
    Bachelor's degree in management engineering or science fields is a
    plus.  Salary range is from $75-$85K annually based on relevant

    Duties:
    CACI has an immediate opening for an Intermediate Supply Analyst to
    perform Fleet Assistance & Shipboard Training (FAST) Logistics
    Training Service (LTS) support based out of CNAPFAST, NASNI, CA.
    Responsible for FAST tasking, planning and execution.  Prepare
    written reports/presentations to management indicating solutions or
    possible alternative in rank of desirability and probability of
    success for higher level analyst review.  Develops, analyzes, and
    conducts operational audits.  Prepare follow-up reports evaluating
    the effectiveness of system implementations.  Determine topics,
    target audiences, and resources necessary to develop and present Navy
    automated supply system courses.  Secret clearance necessary for
    access to naval installations and information.
    Required Qualifications: Must have a current DoD SECRET Security
    Clearance to qualify.
    Requires bachelor's degree (in Logistics Management, Mathematics or
    related field) or equivalent, and two to four years of Navy supply
    experience.  "Hands on" experience in automated supply management may
    be utilized.  Training related to the degree substitution provided by
    Navy schools is considered "Hands on" experience.  Must have two to
    four years experience in automated supply, logistics, inventory and
    financial management and NTCSS software.  The Intermediate Supply
    Analyst  must  demonstrate:
    •          A working knowledge of NTCSS software, hardware and AISs
    •         An ability to perform NTCSS AIS file maintenance, analyze
    output reports, and recommends corrective actions.
    •         Ability to demonstrate extensive knowledge of Naval
    Aviation Logistics and NTCSS Optimized Automated Information Systems
    (AIS) such as RSUPPLY, OMMS-NG, and Optimized NALCOMIS.  Prior SNAP 1
    and/or NTCSS AIS background preferred.

    Duties:
    CACI has contingent requirements for Aviation Maintenance Systems
    Analysts in our San Diego, CA location.  The analyst is responsible
    training and fielding the Navy's Optimized-Organizational Maintenance
    Activity (OOMA) application to Navy and Marine Corps squadrons and
    other aviation commands around the world.  Extensive travel is
    required
    Providing a wide range of services in support of Navy or Marine
    Corps aviation maintenance and configuration management related
    software, ensuring the software satisfies the functional requirements
    of Navy and Marine Corps publications and other government directives
    pertaining to aviation maintenance and configuration management.
    Provides implementation training, database testing and trouble report
    analysis and resolution.  Performs follow up assistance by phone or
    on site to evaluate effectiveness of the implementation or assist.
    Prepare reports describing tasks assigned/accomplished and make
    recommendations on training needs, attendance requirements, and
    resource necessary for developing and conducting aviation maintenance
    and configuration management related training courses.
    Required Qualifications: Must have a current DoD SECRET Security
    Clearance to qualify.
    Typically requires a Bachelor's degree or equivalent experience, and
    five to seven years of related aviation maintenance systems
    experience. Per contract requirements in lieu of a degree, must have
    eight (8) years of "hands-on" experience in a Navy or Marine Corps
    automated aviation maintenance and configuration systems environment.
    The following experience is required in addition to the education
    requirement or practical equivalency delineated above.
    •        General Experience - Five (5) years experience in either
    Navy or Marine Corps shipboard/shore maintenance and configuration
    management processing. 
    •        Specific Experience - Within general experience, the
    applicant must have three (3) years extensive hands-on experience in
    a functional and or training position supporting one or more of the
    following systems:  OOMA, NALCOMIS or AV3M.  Also within general
    experience, must have three (3) years experience in a management or
    supervisory position in support of Navy or Marine Corps aviation ship
    board/shore maintenance and configuration management systems.
    Specific experience may have been gained concurrently.
    Desired Qualifications:
    Knowledge of processes and procedures of SPAWAR SYSTEM center Norfolk
    is an asset as is experience with ISO 9001-2000 and project
    management methodologies.  Leadership and experience planning and
    executing for the fielding of OOMA is highly desirable.
