    Lucas Group is still in active search mode for 4 LOGCAP Prime Contracts Managers and 1 DOE Prime Contracts Manager

    Lucas Group is doing an exclusive search for a TIER 1 client looking for a Prime Contract Administrator / Manager for the LOGCAP Contingency Operations, located in overseas and CONUS locations.

    This is a MANAGER role, so a regular contracts guy will not suffice.  Client has lots of contracts people, but very few Uber-Contracts people with Leadership capabilities.

    Manager, Prime Contract Management         
    Our Client in the looking for a Military Contracts (ACO and/or PCO) Officer with a minimum of 10 years of experience to manage a team of Junior Contracts Leaders.

    Description:  4 roles: 3 overseas, 1 SE CONUS

    There are multiple roles, with 3 overseas and 1 in the
    US
    .  These are all full-time employee positions, with the overseas tour for 1 year (renewable for 4 years).  Experienced Senior Contracts Leaders will provide in-country & CONUS support for LOGCAP operations.

    Roles and Responsibilities:

    ·        Serves as a Prime Contract Administrator and has direct interface with Government administration personnel, providing contract administration support for the client with the Government personnel assigned to Defense Contract Management Agency – International

    ·        Responsible for the effective administration of an assigned Task Order (s) in relationship to the assigned location in accordance with Company practices and the task order requirements

    ·        Responsible for assisting the Senior Leadership team for LOGCAP in the management and effective contract administration strategies to ensure compliance with task order and basic prime contract requirements

    ·        Responsible for assisting in managing an effective change management program in coordination with Project Controls, Estimating and other personnel involved in change management.

    Basic Job Requirements:

    ·        Minimum Bachelor Degree required in a related discipline (HIGHLY prefer Masters)

    ·        Demonstrated experience in DoD contingency contracting and the Federal Acquisition Regulation (FAR) and the Defense Supplement there to, with an in depth knowledge and experience in the use and management of FAR Part 42, FAR Part 15, change order accounting / negotiations, cost accounting standards, cost/price and estimating, and DCAA audit requirements

    ·        Prior experience in (Air Force, Navy, Active Army) as a Procuring Contracting Officer (PCO) with Central / Systems  level experience with the Defense Contract Management Agency (DCMA), or assignment as an Administrative Contracting Officer (ACO) with DCMA

    ·        DIAWA Certifications greater than Level 2

    ·        Excellent interpersonal skills and critical thinking skills

    ·        Excellent time management skills, with good leadership skills

    ·        Ability to instruct and inform program personnel about Government contracting requirements

    ·        Excellent time management skills a must              

    ·        Work as part of a Contracts Team as well as manage Junior Contracts personnel in country

    ·        Able to represent Client to the Army, Navy, AF, USMC as well as work with Sub contractors

    ·        Positive attitude and willingness to help others

    ·        Capable of accomplishing multiple tasks within specific periods of time

    ·        Excellent analytical and problem-solving skills

    Compensation:  3 Overseas Positions:  Low six figure base PLUS Uplifts and others perks; 1 CONUS role:  Same base+ other perks (No overseas uplifts except during quarterly biz trips)

    Overseas tax-free exemptions apply as well as overseas employer uplifts considerably raise the base compensation.

    Travel:  3 Overseas Positions = 100% in combat zone equivalent (Major FOB)
    1 CONUS Role: Initially up to 20%, to and from overseas to help establish team

    A. Job # TZ-0935601, Lead Data Architect (CONUS-NE) (TS), Omaha, NE, TS/SCI (Current/Required)

    Tasks include:

    This individual is a lead database architect. They are responsible for database design and implementation, executing the USSTRATCOM database design approval process, system design decisions related to data persistence, design and implementation of the J2EE persistence framework using Object Relational Mapping (ORM) with Oracle TopLink. Provide integration and debug support to system integration. Provide system analysis, system engineering, cost estimation and cost account management support as required. Additionally, provide support for the following: software architecture specification, system security model, requirements specification and cost estimates. The successful candidate will supervise and/or execute the database design process; Supervise and/or execute the design and implementation of the J2EE persistence layer; Implement fixes in all layers of the architecture; Supervise and/or execute the creation of the Database Design Document for each delivery.

    Specific Qualifications

    ·        Broad based general knowledge of military command and control systems

    ·        System analysis and design using a variety of methodologies; including UML and Rational Rose.

    ·        Java, J2EE design and implementation to include object relational mapping with Oracle TopLink and Hibernate. Experience with TopLink data access implementations.

    ·        Oracle database design (using ErWin), implementation and administration. Working experience with ErWin to generate ERDs, import schema and export DDL

    ·        Oracle Forms and Reports design and implementation.

    ·        Proficient with Java, Oracle PL/SQL and Perl languages.

    ·        Proficient with the Eclipse and Netbeans integrated development environments.

    ·        Basic (developer level) proficiency with the Weblogic application server.

    B.  Job # TZ-0936104, Messaging /Microsoft Systems Engineer (CONUS-CO) (S), Colorado Springs, CO, Secret (Current)

    Position Description

    Microsoft Systems Engineer to support the MDA Messaging Services organization on the JRDC program at Schriever AFB, CO. Responsible for supporting the operation and maintenance of a large Exchange 2000/7 and BlackBerry network at the MDIOC on Schriever AFB. Will be responsible for daily maintenance activities as well as determining future needs and direction for messaging services. Must have strong troubleshooting skills and in-depth knowledge of Exchange 2000/7 and BlackBerry architectures. Will be required to interface with messaging services customers and peers in other service areas to resolve issues and meet mission requirements.

    Preferred Experience

    ·        Microsoft 2003 MSCE with experience configuring and maintaining Microsoft Exchange and administrative scripting.

    ·        Experience with Barracuda SPAM firewalls.

    ·        Working knowledge of UNIX and Postfix.

    Specific Qualifications

    Minimum of 8 years of experience maintaining and supporting Windows based networks with a sound understanding of Windows 2000/2003, Exchange 2000/7, BlackBerry Enterprise Server, TCP/IP, DNS and Active Directory.

    Position Description

    Mission Engineer to develop and implement missile defense exercise / wargame configurations to meet stakeholder objectives for various Warfighter Support Technical Requirements Documents (TRD) on the JRDC program at Schriever AFB, CO. Mission Engineers are responsible for the life-cycle efforts involved in delivering reliable configurations used to support a variety of missile defense exercises and wargames. Events range from large-scale, distributed Concept of Operations (CONOPS) or Tactics, Techniques, and Procedures (TTP) exercises, to informal workshops, war games, demonstrations, and playbacks for various military or civilian audiences. Most events feature operator-in-the-loop (OITL) participation, and Mission Engineers ensure OITL requirements are implemented in the event configuration. Key aspects of the job include derivation of modeling and simulation (M&S) requirements from event objectives and measures; integrating operational systems with M&S to satisfy those requirements; event center layout coordination and construction; data file population; systems integration and testing; problem identification, prioritization, and resolution; event training for both operational participants and local subject matter experts ; event execution; after-action review support; and event technical reporting. Many exercises require extensive coordination with other MDIOC TRDs as well as external organizations and contractors to incorporate their unique capabilities into a usable event configuration.

    Specific Qualifications

    Experience with Ballistic Missile Defense Systems (BMDS) operations, capabilities and requirements. Experience with BMD M&S representations such as DE SIM, Remote Environment, EADSIM, I-SIM, etc. Experience with implementation of data and voice networks to include but not limited to TDL, VMF, UHF and Satellite communications. Exceptional communication skills are required to include experience in technical writing, senior leader briefings preparation and direct customer interface. An experienced team leader, able to operate with minimal guidance in a dynamic environment. Familiarity with Unix/Linux systems, as well as solid skills with MS Office products. Familiarity with BMD CONOPS and TTP development. Familiarity with DOD program planning, scheduling and budgeting.

    Educational Requirements: Masters Degree and 10 years experience required.

The software developer proposes and develops solutions, to include the use and modification of current Missile Defense Agency (MDA) approved software tools and the creation of new software tools to meet mission requirements. The software developer develops processes and operational roll out plans and trains end users in the use of developed software solution.

Will be responsible for the production of technical and process documents, briefings, and meeting minutes. Must be able to follow various processes, procedures, and style guides. Will be required to format documents using appropriate templates, and will interface with several staff members to ensure product accuracy. Will need to provide input to, review, and follow event schedules in order to ensure timely product delivery. Must have the ability to prioritize tasks, especially in order to meet unscheduled customer requests. Some travel may be required.

    Preferred Experience
