Operations Analyst - TACTRAGRUPAC
The SAIC Defense and Maritime Solutions Business Unit is presently
seeking a qualified Analyst to provide support to the United States
Fleet Forces (USFF) Ballistic Missile Defense Exercise (BMDEX)
training program. The qualified candidate will provide direct
assistance to Commander, Strike Force Training Pacific
(CSFTP)/Tactical Training Group, Pacific (TTGP) for the development,
implementation, execution and assessment of the training program and
requirements to support BMDEX.
Responsibilities include:
• Support development and growth in Service, Coalition and
Joint BMD training environments. Remain updated on evolving defensive
systems and threats to ensure introduction into training
systems/capability. Involves comprehensive knowledge of this field
and the ability to complete difficult and complex assignments.
• Liaison closely with Navy; agency, joint, and coalition
counterparts on BMD related issues and development of training system
requirements.
• Support the effort to provide shipboard and warfare
commander mission critical watch teams with progressive, advanced and
challenging BMD distributed training scenarios that stress tactics,
techniques and procedures (TTP's), which will facilitate rehearsal
and refinement of procedures. This effort will include:
• Member of a team of distributed training professionals in
planning, coordinating, execution and assessment of BMD exercises in
the Live-Virtual-Constructive (LVC) environment, to include
assimilation of BMDEX into the Fleet Synthetic Training (FST)
program.
Required Education/Skills:
• Bachelor's degree and 10+ years related experience required
or Master's degree and 5+ years in related field.
• Satisfactorily completed the Center for Surface Combat
Systems CO/XO/DH AEGIS Weapon System Course.
• Possess a minimum SECRET security clearance with the ability
to upgrade to TOP SECRET.
• Qualified candidates should have a minimum of one (1) year
association, subject matter expertise with BMD requirements,
specializing in Maritime force capabilities, to include:
• Possess a current and thorough understanding of BMD
doctrine, Tactics, Techniques and Procedures (TTP) in all missions;
homeland defense/long range surveillance and tracking (LRS&T),
theater/regional active defense, and sea-based terminal defense.
• Qualified as a Surface Warfare Officer and Tactical Action
Officer on an AEGIS platform with an in depth understanding of the
AEGIS Weapon System capabilities and employment.
• Significant experience with Fleet Synthetic Training (FST)
utilizing the Navy Continuous Training Environment (NCTE) to conduct
scenario development and integration of LVC simulations into a
realistic scenario.

Hiring Salary Range: $60,000 - $65,000 (commensurate with knowledge, skills, and abilities) + bonus potential.
DESCRIPTION:
Operation Homefront Southern California (OHSC) is a not-for-profit 501 3 (c) organization, with the mission of providing emergency financial and other assistance to the families of our service members and wounded warriors. One of 23 chapters of the national organization, Operation Homefront, the Southern California Chapter Headquarters is located in San Diego, California. The chapter serves military communities and families in California from Fresno south to the U.S. - Mexico border, which includes 19 military installations and approximately 146,000 active duty service members and their dependents.
Reporting to the President, OHSC, the Vice President, Fund Raising and Development (VP FR&D) serves as the primary fund raising and development officer for the Chapter, and as a core member of the Chapter's leadership Team. The VP FR&D will have responsibility for the design and implementation of comprehensive fundraising initiatives to benefit the Chapter. This individual will be responsible for directly raising $200,000 in unrestricted funds per fiscal year, separate and distinct from other fund raising and revenue goals within the organization. The VP FR&D will work closely with the President and the Chapter Fund Raising and Development Team to determine fundraising priorities and to manage assigned staff and resources to maximize fundraising success.
• The VP FR&D will be the immediate supervisor for the Director of Development and Grants and the Director of Development & Community Outreach-Orange County.
• The VP FR&D will be expected to effectively administer and supervise a satellite office, located in Orange County, including directing the assigned staff, recommending the allocation of and monitoring budget resources, maintaining and updating all data relating to the office's financial achievements, campaign tracking, prospect management, and proposal development.
• The VP FR&D will be expected to understand and act upon the priorities of OHSC, as defined by the Chapter President, and provide leadership and oversight for all fundraising programs for all of OHSC (individual, corporate, and foundation), including but not limited to identifying programs and donors for funding opportunities, strategizing and facilitating opportunities for principal and major gift fundraising, and creating environments and procedures that will enhance communication with current and potential donors.
• The VP FR&D will serve as the initial point of contact for interface with the National Headquarters for fund raising and development matters.
• The VP FR&D will create a customer centered fund raising and development operation that is responsive to staff as well as to donors, prospects, and development colleagues. This will include designing and implementing an aggressive donor stewardship and recognition program. The VP FR&D will participate in authoring and implementing a strategic communications and media plan for the Chapter.
• The VP FR&D will prepare and provide written and oral presentations for potential donors and organizations.
• The VP FR&D will collaborate with other members of the Chapter Team: Director, Administration and Human Resources; Director of Operations; Director of Development and Grants; Director of Development & Community Outreach-Orange County; and Director of Family Services.
• Minimum of three-to-five years (required) to seven plus years (preferred) experience as a successful full time, paid fund raising and development professional.
• Demonstrated success at raising funds by developing and implementing strategic solicitation fund raising plans that incorporate a concise definition of goals, targeted audiences, and strategies in-line with organizational goals and closing major gifts ($100,000+) from individuals, corporations, and foundations, local, regional, and/or national. Required
• Demonstrated experience raising funds from annual solicitations, including direct mail, telemarketing, and ePhilanthropy efforts, and proven track record in meeting goals. Required
• Demonstrated success in raising funds for a non-profit for a Capital Campaign. Required
• Demonstrated success raising funds from special events, including planning and managing the special events. Required
