Meet the Speakers
Virginia WilsonVirginia Wilson,
MBA, C.P.M., CPPO  Compliance Contracts Officer  County of Riverside  Purchasing and Fleet Services


Virginia Wilson is currently a Compliance Contracts Officer for the County of Riverside, CA–Purchasing & Fleet Services Department.  She has over twenty years of experience in contracting and Procurement in both the private and public sectors. 

Virginia earned a Bachelor of Science degree in Business Administration from the University of the State of New York and a Masters degree in Business Administration (MBA) from National University. Virginia has earned certifications as a Public Procurement Officer (CPPO) and as a Certified Purchasing Manager (C.P.M.).

Virginia has been very active in the California Association of Public Procurement Officer (CAPPO), serving on the Board as Director South (2011–2013).  Additionally, Ms. Wilson has also been active in the Inland Empire Chapter of the National Contract Management Association (NCMA–IE), elected to serve as Chapter President for five (5) years (2007–2011).  She is presently serving on the NCMA-IE Chapter’s Advisory Committee.

Ms. Wilson has presented numerous professional development papers and workshops to procurement professionals, county staff, contractors and community organizations on topics such as, Dealing with Vendor Protests, Responding to a RFP, Best Practices for Bid Solicitations, Doing Business with the County of Riverside, Green Procurement for Riverside County, and Surviving a Purchasing Audit.

Dirk Buesing, Business Process Analyst II of Purchasing & Fleet Services was born and raised in Germany.

Dirk moved to California in 2000 and has been a resident of San Bernardino, CA since then. His educational accomplishments include a Bachelor of Science degree in Public Administration with a major in Taxation and Accounting. He also has a Master’s Degree in Business Administration from the University of Redlands with a major in Information Systems Management.

Dirk worked as an IRS Auditor for the German Internal Revenue Service in Germany until 2000. Dirk has been with the County of Riverside, Purchasing & Fleet Services since 2002 where he started working as a Buyer and is now a Business Process Analyst working with the County’s ERP system PeopleSoft, e-procurement and special projects. Dirk is also the program coordinator for the County’s procurement card program.
