  • The 3 Ws (Who?, Why?, What?) of the state’s Office Of Small Business and Disabled Veteran Business Enterprise Services (OSDS) – Anda Draghici, Branch Chief, Office of Small Business and DVBE 


    Anda joined the Office of Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) Services in General Services in 2015, as a program manager overseeing  SB/DVBE certification, regulations, compliance, and reporting. The common overarching theme of her 20-year career with the state includes assisting small businesses in economic development, transportation, housing and procurement arenas, starting with the Small Business Development Center Program (SBDC) and continuing with the Disadvantaged Business Enterprise Program (DBE) in Caltrans. Anda also worked in the Department of Housing and Community Development as a specialist in policy development and planning, and as a manager in the federal Community and Economic Development Block Grant Program (CDBG). Anda earned a degree in Economic Planning and Forecasting from the University of Economic Studies, Bucharest, Romania, and moved to US in 2000.

  • Benefits of getting SB/DVBE certified with the state and where do I start? - Vic Marzan, Certification Analyst Vic Marzan has worked with the State of California for more than 20 years. Vic started with the Department of Real Estate which is now known as the Bureau of Real Estate in the licensing and business services divisions for 7 years. He currently works for the Department of General Services, Office of Small Business and DVBE Services as a Small Business and DVBE Certification Officer/Analyst. Vic has been involved and assisted in implementing the past Bidsync and the current Cal eProcure online applications in conjunction with Fi$Cal. He is also involved with Outreach Events and Certification Webinars. Vic’s education background is in Graphic Communications and Business/Marketing.
  • How can I find state bidding opportunitiesWayne Gross, Business Outreach Liaison 

    Wayne Gross has forty-five years of customer service skills starting from his early days as a USAF Captain. Wayne currently serves as a Customer Liaison and SB/DVBE Advocate for the State of California Department of General Services, Procurement Division, Certification and Outreach Branch. In this role, he educates the business community and ensures that Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) businesses can access their share of state contracts.

  • Who in the state gov buys what I sell? – procurement dashboard presentation by Renee Alexander, Business Intelligence Program Manager Renee Alexander is the Section Chief over the eProcurement and Business Intelligence Strategies section (eBIS) at the Procurement Division.  She has over 14 years experience with the Procurement Division and in State Service.  During that time she has worked on the implementation of both the State Contracts and Procurement Registration System (SCPRS) and California State Contracts Register (CSCR) IT projects, and most recently she has acted as the Statewide Procurement Functionality Liaison for Procurement Division on the FI$Cal project.  Renee leads a team of 15 analysts who make it their job to provide reliable descriptive data modeling analysis output that creates actionable results for the data consumer to optimize their key business processes and create value for the State across all business lines.
