Jay currently serves as the Small Business Liaison at the U.S. Department of Veteran Affairs. Jay's duties and responsibilities are listed below: 

- Review all VA Form 2268 (Procurement Request for the Small Business Program and Contract Bundling) for accuracy and compliance with small business program
- Hold face to face meetings with small business vendors
- Provide sound guidance and technical direction regarding small business programs to acquisition staff and customers
- Create action plans and weekly reports to ensure compliance with Small Business Performance standards
- Ensure NCOs substantial achievement and accomplishment of contracting for SB, SDB, WOSB, HUBZone, 8A, SDVOSB, and VOSB vendors
- Conduct presentations at vendor outreach events

Small Business Liaison 


Mr. Khan has served in the Federal Government since 2004.  He has over 10 years of experience in Federal Contracting as a warranted contracting officer and team lead at the Department of Interior. He also has six years of experience as a Small Business Liaison.  Mr. Khan came to Veteran Affairs in October 2018 and serves as the Small Business Liaison for all of the Southern California VA Medical Centers. He obtained his Master’s in Business Administration in 2011 and currently holds a FAC-C III contracting certification.
